You mean PSN store? yes you can buy it off PSN store and save that tax money as PSN you dont get charged for tax.

you can only play the game once its fully downloaded and installed into the PS3 HDD

  kuturagki poster said you can do this now with LAST OF US....     thanks for the info, really tempted to just go to gamestop right now and get it as well, but might just download it.     downloading on xbl takes me about 20 mins, i wonder how long this will take on PSN
