I don't think you should worry about the graphics...Here's a quote from Gamesradar:
"When Killzone 2 dropped last year, it was widely hailed as a high-water mark for PS3 graphics. And that's all fine and good, but Killzone 3 brings just enough graphical prowess that makes its predecessor look like a tech demo. There's the 3D to consider, and that looks pretty great, but overall the game sports noticeably sharper textures, more detailed structures and cool environmental touches that KZ2's dingy cityscapes and blasted deserts lacked."

I'll also reiterate (copy and paste actually :P) some points another poster (and I) have said:
"Note that KZ3 is currently in pre-alpha stage and still using some KZ2 assets as of now. Guerrilla said they are constantly pushing forward the graphics as they develop. But it's not like KZ3 isn't an amazing looking game now.
Also it's not out of the realm of possibility that KZ3 will look better by release. KZ2 got a huge graphical jump months before release (as does many games). Here's acomparison videobetween the 2007 and 2009 versions of the game. I don't think the jump will be as big, but I'm sure there will be a jump none-the-less.
Even with all of this, the levels in KZ3 are 10x bigger and the game looks better than it's predecessor. It should be one, if not the best looking shooter on consoles by release. That's my take."

But that's just graphics talk, which you're mostly referring to. But you're game design concerns should be laid to rest as well...
If you're interested in knowing whether this is looking like an expansion (visuals & content) or not, you should read some previews. I recommend IGN UKs and Eurogamer's. There are some good interviews as well. It's shaping up to be the opposite of an expansion :).
