1 Tropico didnt flop 2 Last Rebelion didnt flop Games need a lot more hype than these have been given to define a flop or not.

If you mean HR as heavy rain then it wasnt flop . It scored many places a AAAE only in gamespot AAE .. But if you were not thinking that then nvm

Yes, I was referring to Heavy Rain. Here in SW, it's considered a flop because it did not meet its hype of AAA.
Note that this doesn't mean it's a bad game, just that it didn't meet the hype set for it. Great games can be flops.
I still consider games flop if they score below 7 or they dont sell well .. But as I understand you its like if game scores 0.5 - 1 point lower than it was hyped then it is a flop ? :? .. So bioshock 2 , final fantasy are flops and so is bayonetta in ps3 because it scored a 8 . Hmm really , interesting theory
