Not really. PS4 still has a significant advantage in GPU and RAM. CPU boost of 9% doesn't mean shit since CPU doesn't really handle tasks like graphics. The difference in power between the PS4 and XBone will be noticeable.Not with back writes i.e.for PS4's read and back writes 176 GB/s could reduce down to 88GB/s per direction. X1's ESRAM supports 204 GB/s which equates to 102 GB/s per direction.
Back writes = writing the results back to memory.
Certain people would cite 7770's results, but they have forgotten 7770 or 7790's L2 cache bandwidth I/O can only do 119 GB/s with 72 GB/s or 96 GB/s external memory bandwidth.
The prototype 7850 with 768 stream processors has L2 cache bandwidth I/O can do 205 GB/s with 153.6 GB/s external memory bandwidth.
