this does a few things for Microsoft:
1) this ensures that the Xbox One will continue to have more application support then the PS4 (similar to how the 360 has much more app support when compared to the PS3).. applications matter.. heck, the UFC app on 360 was a contributing factor in me finally picking one up.. Having the lion's share of new and popular applications will end up being a selling point for the console just like apple's "there's an app for that" campain a few years ago.
2) this strenghtens the Microsoft ecosystem as a whole. if you're a developer and want to make an app for Windows 8, it's only a relatively short process to bring that app to the Xbox One (and also Windows Phone 8 for that matter).. by making it easy for developers to "write once and distribute to all (XB1, Win8, WP8)" you ensure the health of weaker/newer platforms by leveraging them against the strength of your primary platform (the PC).
3) this gets them in a prime position to combat Google and Apple when they eventually join the video game console market and the "console wars" turns into the "ecosystem wars"..
regardless of your feelings about Windows 8, this was a very smart and future proofing move by Microsoft.

There aren't much interesting games for Windows 8 metro side, but ability to run some of the apps would be very nice. Microsoft should tighter integrate WP, W8 and XO. The full blown warfare between the company's divisions needs to end if they ever hope to realize their vision for future devices. Hopefully incoming Balmer's shape up will truly redefine how all divisions work together.
It's great on hybrids and good on laptops. For desktops though...unless you have one of those crazy touch-based All-in-Ones it is pretty much useless.why would anyone want windows 8 when theres windows 7.
