Normally, I'd agree, but most of the people who are saying they don't think this game is all that, are basing those claims on the fact it's a Turn Based Strategy. I enjoy TBS as much as anyone, but I'd never look down on someone for disliking a title based on it's genre.

What exactly is it? RTS?

It's a direct port of the original Jagged Alliance. While it was a very good game, it has some very obvious gameplay faults (though it's possible the DS will be fixing these) like no free movement what-so-ever within maps that contain enemy combatants. Therefore, you must sometimes circle endlessly with characters who don't have enough movement points to catch up to the enemy character who is running from you >_>
With a little luck, the DS version will include the movement system found in JA2 which is an absolute gem of a game that anyone and everyone should play. So fantastic.
In summary, Jagged Alliance DS will most likely be worth playing if you aren't completely tied up in graphics. And if they fix the irritating movement system.

Jagged Alliance is an extremely open ended strategy game with Roleplaying.

You go online to mercenary and gun stores and order them to an open island that you can explore without linearity. You can blow open any wall of any building and execute plans with equipment and mercs tailor made for your sort of operation. You execute each mission (which you decide upon yourself as it's non linear) with a great deal of creativity.
It's really good.

Cannot wait to get my hands on it, turn based strats like Advanced Wars or AoE2 DS are perfect for hand helds, and just the prospect of JA on DS is awesome.
Now if only they could get X-Com on DS. That would be godly.
