Wasteland 2.
I felt had an amazing written story, but I felt that it didn't get as much popularity as it should have.

Some other disgustingly underrated titles that would be worth mentioning include Catherine, Nier, The Evil Within, Enslaved, Other M, DOA Xtreme 3.
Most stuff I play is underrated or unknown, but I'll say NiGHTS into Dreams. Even Miyamoto has acknowledged its greatness by saying something akin to, "If there's one game I regret never creating, it was NiGHTS."
Balloon Kid, Earthbound, Rhythm Heaven, Golden Sun, F-Zero, Skies of Arcadia, Punch-Out, maybe Xenoblade, im not sure, there are so many.
@aigis: The Other M kinda sucked so I think it's right where it should be. Crappy camera angles, boring plot and weird controls. And I actually LOVE Metroid games!
There are a few games that come to mind when I think of underrated games (or games that didn't get the attention they deserved)... such as Mafia 2, Kameo, Enslaved etc. But one of the most recent ones that comes to mind, and was my GOTY for 2014, was Valiant Hearts. Brilliant game that didn't get the attention it deserved.
The Halo series.If more people would just give Halo games a chance instead of running the series down because it's a MS franchise,I think a lot more people would love the games.

Agreed. It imploded. Now people see the marketing. They think the only reason it sells is because of the name. It is underrated by people that neglect the series, for that very reason. The reality is that Halo 2 and 3 are some of the best multiplayer games ever made.
Rise of Nations probably.
Overrated: Shadow of the Colossus or Gears of War 2 are up there. But Majora's Mask has got to take the crown. Oh, and Half-Life 2...actually that's probably #1 overall.
Resistance 3.
No one gave it a chance and then only a few that did, did so like many months and years later .
I'm going to say LISA: The Painful. Not because people don't like it- in fact, most people who play it seem to love it. But because it's one of the most well written games ever made and has an incredibly unique and well realized atmosphere and very few people have played it.
For God's sake, the pitch is basically that it's Earthbound with drugs, murder, perverts, and depression. And it really is. It takes a ton of inspiration from Earthbound but manages to do its own thing. More people need to play it. It really cannot be said enough just how well written and executed the game is.
Freelancer by far. The most overlooked gem ever created. The game is not even available for purchase on any distribution platform anymore. Hell, there isn't even a complete walkthrough of this game on youtube. Most walkthroughs were abandoned. For some reason M$ doesn't want it to be sold, even though CD Projekt contacted them couple of times for GOG release.

Another overlooked gem after Freelancer is, No one lives forever 2. The game is fantastic. For several years, no one even knew who owns the IP. It was just last year when we learned that Warner Bros. now owns the IP and Night Dive studio tried to buy it from them (just like how they bought System Shock) and upload it on Steam, so people can buy it again. Unfortunately, Warner Bros. refused to do that. And today, just like Freelancer, the only way to play these games is to pirate them, unless you own original discs from back then.

In recent years, I'd say Shadow Warrior and Broken Sword 5: The Serpent's Curse are extremely underrated games. While unlike Freelancer and NOLF 2, these games are available for purchase, the games didn't receive good scores from critics. Fortunately these games were received well by gamers themselves and are a lot of fun to play.

World in Conflict. The game is available for purchase and is well received by both critics and community as well. But still, it's forgotten for some reason. Despite being one of the best RTS ever made, it almost never appears on the list of best RTS. Hell, it's so forgotten that sometimes it doesn't even reach the list of forgotten RTS.

As others have said, there are so many but here is a list of the ones I have played that really didn't get enough attention (I will leave out visual novels because every single one is underrated):
- Puzzle Quest: An excellent bejewled like game with RPG leveling/progression. Extremely fun, the first game takes around 40 hours supposedly, but I never beat it. Others have said to stay clear of the others in the series because this one is the best one.
- Trauma center series: A common theme with Atlus is having underrated games, however this one went under the radar even for them. The only game I know of that captures the intensity and pressure of being a surgeon, very few games have made me pause and freak out due to being overwhelmed, and makes me admire those who do it in the real world just a little bit (especially since real life is more complicated).
- Might and Magic Clash of Heroes: A puzzle like RPG from the Might and Magic series. Has its flaws and quirks, but manages to entertain nonetheless. Definitely should have rated higher than it did.
- Meteos: Yet another puzzle like game that could have seriously benefited from a PC release with ranked online matchmaking, instead of being left on the DS and fading into obscurity.
- Puzzle Pirates: What is it with puzzle games being underrated anyway? This one had its hayday, but sadly has become a shadow of its former self. I would describe it as Eve Online with an actual game behind it. One of the few MMOs I know where a player can be better than someone else on Day 1 because they are skilled at the puzzles and not because they grinded for days on end.
- Scrolls: So underrated that it is going to be shut down later this year, and people still thought it was in beta when the shutdown was announced. A game by Mojang, who you would least expect to make something that just dies in a years time. It is a card game that uses the cards to summon creatures onto a tactical board, where they will fight and attempt to destroy the totems on the opponents side of the board. An interesting experience
- Infinity Wars: Another underrated card game that is currently looking at reviving its playerbase. A bit more traditional in its roots, but has a complexity and depth that beats out Hearthstone, and has some ideas that set it apart from the others. IMO this is the game that should have overtaken Hearthstone in its popularity.
- AI war fleet command: Basically the best RTS ever made. Anyone who tells you otherwise is ignorant and very likely hasn't played the game, or lacks the patience and brains to do so.
- Spacechem/Infinifactory/TIS100: The trio of games by Zachtronics, the guys who have been quoted to be a direct inspiration to Minecraft. Puzzle like games about optimization, and also noted for being difficult to the point where most will be unable to finish them. They all play differently, and they are all underrated.
- Puzzle Series 5 Slitherlink: A game that never saw an official English release, due to its lack of popularity, but is widely regarded to be the best puzzle game ever made by those who have played it. It didn't click with me as much as I would like, but the playtime on this thing is easily in the tens (probably hundreds) of hours. Very good regardless.
I'd have to go with Warhammer 40k Space Marine, The Evil Within, Mad Max, Advent Rising, Way of The Samurai 3, Way of the Samurai 4, Brute Force and RE Outbreak

It even had negative sales one week, yet is considered one of the top 50 SNES games.
Shadows of the Damned
Absolutely hilarious game backed up by some fairly good gameplay, despite lacking replay value. The interplay between Johnson and Garcia "Fucking" Hotspur is downright brilliant at times. And while the consistent (blatant) penis innuendo could be seen as childish by some, I thought it fit the tone of the game perfectly. The "Big Boner" level was the climax of it all (pun definitely intended).

I'll second this as well. It gets repetitive near the end, but it has solid gameplay, high production values for a 40K licensed game and for me, was much more fun than Gears of War. I just wish the player character in the campaign were fully customizable in terms of chapter without mods. And wish there were more Assault Marine levels.

Definitely not "the most underrated ever", but I just started playing Massive Chalice recently and it's pretty good... not sure what all the negative fuss was about. It's very solid, and the aging/death/lineage mechanics present additional challenge beyond the combat (which is pretty straightforward)
According to GS scores, TLOU, , with its most exclusive GOTY's awards in the history of video games. But it is somewhat comforting to know its a top 5 GOAT.
