Good choices. NOLF was god-tier game design and yes highly underrated.
Some of my choices: Toe Jam and Earl, ROTT(Rise of the Triad), Diddy Kong Racing, Fear Effect, Power Stone, KOTOR II, Crackdown, Dust: Elysian Tail.

One of the more recent ones for me is Crackdown. It didn't score so well but man did I have so much fun with that game. I really hope the next game delivers.
Operation Winback. It's secretly the most influential TPS ever.

I liked the cover system that it had. Up to 4 players can play in the multiplayer. If only it had more weapons.

Not technically underrated, but I am going with Final Fantasy Tactics. I am playing the WotLs for the third time on my phone, and all told in the various incarnations am at like 200+ hours and I can still grind like it's my job. Along with that, I would add the criminally underrated Jeanne d'Arc on PSP.

Yeah all the fun's been sucked out of it. Ever since the redesign the community dropped, throw in the lack of unions+everybody getting older, and you're left with a depleted community.
MAG. The game was so much fun and brought a fresh feel when the FPS genre was getting stale.
Man I wish SONY would do another MAG, and WarHawk, on the PS4.

On topic, I will add Sunset Overdrive. Most fun besides Dying Light I have had this console cycle so far, and no one seems to care about it. Also, it's free with XBL Gold this coming month, everyone who can should grab it and at least try it.

Resistance 3.
No one gave it a chance and then only a few that did, did so like many months and years later .
Nobody gave it chance because the previous two games sucked ass, which is a shame because the 3rd Resistance was a great FPS.
Big Rigs. The story writing was incredible and touched on so many emotional levels.
The glitches were truly innovative.
On another note, I give people in this thread props for mostly listing good shit. Usually when these threads pop up, people post games that are rightfully considered garbage.
It could be a game with low ratings. It could be a game with little to no attention in the main stream. What is the most underrated game you've ever played?
SOCOM 4. SOCOM fans (I am one from day 1 with the original SOCOM) panned it. Yeah, it wasn't the same as the OLD....but if I wanted OLD, I would play OLD. SOCOM 4 had me at hello. I couldn't put the game down.

lol. Resistance 2 was really bad.
Inclined to say Nier. The characters and soundtrack are simply incredible.
RAIN. Team ICO esque game with a fantastic music and I loved the ending. The whole story and mainly near the end makes so much sense. It's such a wonderful take on the adventure genre in a unique way.
