COD 4 was only okay. The reason it was so "great" at the time was due to a lack of serious competition for online games. That's changed, and CoD's netcode is just not good enough to be anything but a frustration inducing activity. It really is a pos product. Maybe if they didn't hire Ice-T for Black Ops they could have paid for dedicated servers for every CoD game this gen, and then they'd actually be doing something good for the game.

Oh man you just opened my eyes. I hated CoD4. Mario Kart DS was honestly the first online game I really got into, Resistance was my first fluid online FPS, CoD4 had no novelties for me. That being said, I played the living hell out of Mario Kart and Resistance when, even though they weren't as strong as CoD4, I couldn't even make it past level 30 in CoD4. Then Resistance 2 came out and I played the hell out of it.
Is it even possible that CoD is so popular because it is the first game to popularize and nail online on a yearly basis? Like Halo, but multiplat with a yearly release. Brilliant.
My point is really that they don't "nail" the online. Every CoD game is laggier and more imbalanced than the one before it, so the games get worse. I would give them credit if they nailed the online, but they don't. If you spend your entire budget on marketing and voice actors that leaves little for actual game development, and it shows.
