Why can't it? Bioware has NEVER used anything but the in-game engine to render characters. The only CGI sequences are of ships and the like. Hell, the devs THEMSELVES stated it was in-game.
They are in-game in the sense that they are screenshots from cut-scenes in the game, but they are from cut-scenes. They will be using the same graphics engine but will not have AI, or the variables that come with moving the character around and all of that. Actual in-game meaning when you are shooting and running around will not look that good. It's not possible, at least not on the Xbox 360.
....Again, Bioware's games have ALWAYS shown the same detail in the cutscenesas the in-game portion did. It's just like RE4. And again, how do you know what the limitations are for the 360? You aren't a dev.
