It depends on what you want. Do you want better graphics and features along with Sony core franchises and more niche 3rd Party developer support or do you want lower quality tech and features along side of Nintendos 1st party and more mainstream 3rd Party developer support.
3DS is getting Pokemon and Animal Crossing. I'm covered for the next two years. Not to mention the great titles it already has like Theatrhythm, Kid Icarus, Mario Kart 7, ect.

Not to mention Bravely Default, Ace Attorney 5 and Professor Layton are coming.
3DS, cheaper and more economically accessible system with a better overall library, the Vita is the better system that's not as economically accessible and doesn't have nearly as good of an overall library.
Let me check. Right now on Amazon the Vita Wifi is 170 Euro and the 3DS XL is 179 Euro. Yeah, okay. I actually bought a PS Vita a few weeks ago because the price was lower. The 3DS has to wait a little longer. Another huge point for me was that 3DS games just don't go down in price. New Super Mario Bros. 2 is still like 40 Euro while I can get Gravitiy Rush or Uncharted for 20.
