When you want to make a game for a console noadays, you have to pay these fees known as 'loyalty fees'. They include such things as the dev kit, the rights to make a game for the console, and other things. I remember reading something in Gameinformer about a handful of independent devs leaving M$ to work for Nintendo be cause they don't have these fees (or they're not as abd). But please, don't tell me that video games has become like movies! :(
those fees have always existed. a publisher/developer has to pay a licencing fee to release a game on a console. thats been the way since the birth of the world in the 80s :P.
nintendos is the lowest now (im not sure what a licence fee is, but a dev kit only costs $2000 i believe) but back in the snes, N64 and early GC days, they were daylight robbers. licencig fees and ev kits were massively expensive and then the publisher had to pay for carts on top of that. they couldnt make their own as nintendo didnt allow it. they also charged more for GC discs compared to a standard DVD when the GC was new.
also games may get rejected for whatever reason. even if u have the money, if MS, sony or nintendo dont approve of the game then its never going to happen on their console.
but yeah...every console and handheld has a fee. the only platform thats free for everyone to develop what they want is the PC and certain platforms like the pandora handheld, which is completly open source.
