The only title you mentioned which is questionable was the case of Brutal Legend, which kind of surprises me as it has RTS elements and Schafer fans are predominantly PC gamers.
A different design philosophy usually rather than piracy.... face it, you'll still sell units regardless or piracy, devs just dont like placing themselves at fault for poor sales in the PC market---rather they blame it on piracy as opposed to saying "It's our fault we didn't properly cater to the PC gaming standards, its our fault we made this game Vista only, its our fault our game runs on narrow hardware requirements, its our fault we didnt bother with open source or modding tools to enhance the life of our product". The games you mentioned are just not ideal to be played at an intimate viewpoint (front on with the PC). Beat em' up/fighting games require velocity sensitive controls... KBAM are out, if not those 2 usually there really isnt a market as the demographic is generally different as far as PC gaming is concerned. I can easily turn the table and list MMOs, RTS', Adventure games and whatnot avoid consoles LIKE A PLAGUE. PC still leads the way with 3rd party development support, not much in it regarding licencing costs & publishing (with regards to DD)... yaddayaddayadda repeating myself.
