Because it's the most fun, most polished, most simple (yet most competitive) and most modded first person shooter out there.
That's not to say it doesn't have flaws, however.

I never got into Counter-Strike, besides a few sprees here and there. I'm a TFC man, myself.jethrovegaslol, you have to be pretty hardcore to still play TFC. I tried to get back into it a few months ago and got pwned badly.
On topic: Counter-Strike 1.6 is the greatest online fps ever made. Source isn't quite as good, but I play it because of the graphics and physics.
CS is still the best competitive team based shooter out there...theres definitely a lot of people still playing it. The popular online shooters today tend to be on consoles, PC players like using a mouse so they tend to stick with CS. Not to mention, piracy is so rampant anyone with COD4 probably can't play it online since they don't have a legit key.
There are still a lot of people playing Starcraft too...since thats the best competitive RTS game out there.

Either this is really uninformed or I dunno.. I own cod 4 and 5 for PC and there's over 30k servers ;s in each.
It has the most balanced multplayer maps ever. I still play de_dust and de_dust2 that were made like 10 years ago, I know every freaking pixel on them, and still they don't get boring. Besides, it has the best bullet physics I've ever seen in a game, so consoles fanboys above who says it's just "point and shoot" clearly have never played it.ArronaxxxHow does CS have good physics in comparison to todays games? The guns have realistic recoil, it requires skill, it's team-based, and it's very competitive. What is NOT to like? The game is awesome! :)treedoor
The recoil isnt as full on nowadays as it used to be, doesnt stop people from using the recoil hacks. Although they are scum, I love the hackers on CS:S. They piss off so many people and they just spam the mic's and chat with profanities. Another this is that the older people outnumber the little kids, so any kid that wants to talk smack instantly gets put down and in their place.

Also take into consideration that some classes rely more heavily on skill than other classes.
Soldiers, Heavies, Medics and Pyros lack an excessive need for skill, while the Sniper, Scout and Spy requires a good amount of skill in order to be successful.

In most console FPS maybe. In counter-strike you must learn to shoot and to move.
I used to play CS a bit a while back.

I just played like i would any other MP FPS and did fine.
For real movement skill, a game like warsow is a better.
