doubt it. they just didn't think it'd be rated higher than Forza. Couple with the fact MS/Bizarre have been silent about this game and the fact that PGR3 didn't get AAA here after all it brought to the nextGen table (GothamTV, anyone?) and there was no reason to suspect this to be AAA work.
PGR3 got an 8.8, which is a hair away from a 9, and would be a 9 rated with today's review system. PGR4 getting a 9 to me would be the least surprising thing in the world, especially when the reviews note that it's an improvement over the previous one. I was surprised when lemmings hyped PGR4 AA not only because of that fact, but also because of all the smack they've been talking about GT5. It's like, you talk all that talk, then you hype your "GT5-killer" as AA? Pretty weak stuff, and as you probably know I have no love lost for cows. Lemmings also hyped Lost Odyssey A, which is just tragic. What happened to the Final Fantasy-killer? Underhyping just to avoid a flop is no better than having it flop.
Bottom line: PGR3 was AA here. There is no imperical evidence that the reviewers would simply "round up" an 8.8 to a 9.0. If they didn't think it was AAA then, I'm of the persuasion that they would have rounded DOWN to an 8.5. Regardless, the bottom line is still AA for PGR3. As such, there's no reason to start hyping PGR4 as AAA. Especially considering the lack of attention Microsoft is currently giving that game. You could have damn near forgotten that it was coming out during the months of August and September. When launches of 1st party games are that quiet, it makes people wonder if it's going to deliver or not.
AA hype was expected for these reasons.
And BTW, who in the hell was hyping PGR4 as a GT5 killer? They're not the same kind of game at all.
It doesn't make sense that they would have rounded down to 8.5 instead of up to 9 just to keep it from being "AAA". I don't think they care nearly as much about those arbitrary tags as people around here do. Generally if you have an 8.8 of anything, you'll round it up to 9 much sooner than down to 8.5. That's how rounding works.
And regardless of all the AAA/AA hubbub, in the end, PGR3 was only .2 away from a 9. And that difference of only .2 that so many people put so much stock in (because it didn't reach magical AAA status, oh no) is a perfect example of one of the main reasons GS opted to go with a new reviewing system that eliminates those types of decimals.
Microsoft rarely hypes their games that aren't Halo, anyway, so the lack of marketing surrounding PGR shouldn't really be an indication of anything. How much hype do you honestly expect Mass Effect to receive? This isn't like some movie studio who doesn't want to screen their film for critics, and from that you can gather that it's probably of a low quality. Can't really make that type of judgement here.
