Its a fps with rpg elements but to call it a direct rpg it is not like many have pointed out. I like the lineup at the moment for the x360 rpgs only because sony really hasn't shown much in that why for its lineup.

They want to make sure it has a clear identity so that it sells well. So they are making it a solid FPS first and then building everything else around that.
