If you consider that system's ambitious pre launch campaign, then it's easy to see why some people have labelled it a failure based on what Sony was claiming it would do. They had an attitude that they didn't need to be competitive or even honest.
Comments like 4D, shooting for the sun, sell 5 million without games, Kuturagi's "it's too cheap" all show this.
Basically Sony was way too cocky from the success of the PS2. The first year of the PS3 has hopefully humbled them and from here on out will make them more competitive.
Do you actually listen to PR talk? Better question: before the PS3 was announced, did you trusted every word a PR of any company would say?
Listening and believing are not the same thing. I can do one without the other.
And it's all relevent to the question what is the PS3's biggest failure. I don't feel it was the console's hardware, nor even it's software by this point. It was the extreme hype Sony conjured and failed to meet.
