You do know that the article replaced the gddr5 ram in the ps4 with gddr3 ram. So the ram amount cost they listed was invalid. Plus they did not include a power supply into their caculations
From article:
Impressive, but it seems like massive overkill to me, so Ill recommend 8GB of DDR3 RAM.
They listed the ram cost at 53 USD for the DDR3 but in reality 8GB GDDR5 Ram will cost around 100 dollars.

CPU workload benefits from tight timings, not pure bandwidth. So there is no advantage to DDR5 and no reason to use it for a CPU. It might even be bad for performance, due to the looser timings. It's only good for high bandwidth workloads, like that of a GPU. And all modern GPU's have DDR5.
The PS4 does have a larger theoretical GPU buffer. I'll guess that 4 gigs will be taken up by other game stuff + OS and background functions, leaving a hefty 4 Gig buffer (and maybe a little more if the devs are careful managing it) to play with.
No games require that kind of buffer as of yet, so we'll see how things shake out once better games come out for both the next gen consoles and PC.
