Xbox 720's 8X requirement over Xbox 360 leads to Radeon HD 7850 level GPU i.e. Xenos' 240 GFLOPs x 8 = 1920 GFLOPs. The 7850 level GPU is similar to the leaked AMD Liverpool APU for Sony PS4 i.e. it's GPU has 1843 GFLOPs.

The battle would be on the software side i.e. exclusive games, OS ecosystem and control system. The processing hardware factor would not be a large issue since both consoles seems to be using similar quad-core Streamroller X86 + quad-core ARM Cortex A5 + Radeon HD 7850 level GPU.
