1.Micorosft is not a volunteener games distribution

2.the real volunteeners are console gamer,s especially in case of cross-buy are xbox gamers

3.price of pc games are expensive not worth to buy...(respecting to devoleper etc)

4.Micrsoft has bought all rights from the game

.if the reason would be truely (in case of cross-buy),we would not buy any pc games on steam, nor orange, nor ubi,.even in $1.00 promotions.(because xbox buyers )have already paid for

The game is built on PC and scaled back to suit the Xbox hardware. It's the same game running on essentially the same operating system with much the same x86 architecture, the only real difference between a standard PC and the Xbox One is the single RAM pool and ESRAM cache.

It costs MS nothing to give the PC code to Xbox One gamers who pre-order, the majority of whom will probably never use it

Cross-system rights isn't just a benefit of the gamers who buy the console version, it also gets new users to become familiar with (or less apprehensive of using) a service when they register with that new service. Other digital distribution systems on PC do this all the time, it's why we see offers like free games on various services we've never heard of in order to introduce us to their market. It also helps promote consumer satisfaction when they feel they're getting more out of the money they spend.

Quantum Break going to Windows 10's store also helps promote its storefront so people aren't unfamiliar with it. More games will come to reinforce it. It increases name brand recognition. For those that have both a console and PC to game, I'm sure they appreciate having both. I think this is an ecosystem that many wish Nintendo did for say buying digital games on Wii, Wii U, 3DS, that don't require redundant rights acquisitions just because you want to play the same game you own on different hardware. This I thought was also supposed to be a strength of PS4/PS3 and Vita ecosystem that never panned out either.

Certain XBO games are built around DirectX12 Feature level 12_0 (AMD Bonaire GCN 1.1). A PC port DirectX12 Feature level has to be reduce to 11_0 (Nvidia Kepler).

Using DirectX12 optional features further reduces the CPU/resource management overheads. XBO supports most of DirectX12 optional features.

PS; Intel later updated their Skylake IGP driver for full DirectX12 aka Warp12.
