IBM PPE is like G1 PowerPC i.e. on par with ARM Cortex A8 or Intel Atom i.e. dual instruction issue per cycle with in-order processing.
IBM PPE vs IBM PowerPC G3 is like comparing Intel Atom vs Intel Pentium M/Core 1.
PowerPC G3 with 128bit VMX would be like PowerPC G4+(e.g. 7448). PowerPC G4+ with updated FSB would like Freescale's e600 update i.e. Freescale's PowerPC G5 (with minus 64bit GPR compute) level CPU.
That sounds stupid if for no other reason than jerry rigging three ancient PPC G3 processors into a modern one sounds quite a bit more complex and expensive than just using a modern PPC chip. So I'm definitely calling BS on this one.famicommander

It depends on how many updates has been applied for PowerPC G3 e.g. Intel Atom (PPE like) @ 3.2Ghz would beat Intel Core Solo @ 1.2 Ghz.
IBM PowerPC G3 is still a good CPU core that needs 128bit VMX, external bus and clock speed updates.
Wii U needs a low power updated PowerPC chip and current Power7 doesn't fit this TDP profile. Wii U needs a DTR laptop type CPU solution.

IBM already confirmed that it is a Power7 chip, similar to what is in Watson. This is one rumor that should have been put to rest by now.
A single core on the xbox 360 was only 20% faster than a single core from broadway. Broadway can't go above 1ghz so they have to improve it in that regards. Also the current Broadway architecture is not compatible for multicore designs. With that in mind the CPU should be a much better imrovement even at a low clock speed. It will refined enough to stand on its own. Also from what i've heard 2 cores will be a 476p, and the main core is a Power7 derivative, but again... rumors are rumors. Regardless the WiiU still won't be the strongest, but rest assured the CPU is at least 50% stronger.

But it's not as good for processing and graphics as the above mentioned combo.

Power7 core can do 6 instruction issues** per cycle from it's dispatch unit while PPE can only do two instruction issues per cycle.
Power7's six instruction issues per cycle can slot into any of following units
PowerPC G5 can do 5 instruction issues per cycle.
With Linux app benchmarks, PowerPC G5 @1.6Ghz is roughly equivalent to PPE @ 3.2Ghz.
PS; X86 instruction decodes into two RISC instructions i.e. one AGU and one ALU.
If it runs Batman Arkham City Well and Assassin's Creed 3 well I don't see the big deal, it just means the games will look better on the LCD screens now.
