NO.
Only recently (IMO) has Sega gotten good again. They're putting out quality titles now.
Look at the titles they've put out this year. Except for Full Auto on the PSP, a port of Sonic 360 for the PS3, and Shining Force EXA, they've done very well this year thus far. And my theory as to why is because Sega has money again. They're in the best financial situation they've been in since the heyday of the Genesis, so they can afford to put money into making better games, making development cycles longer, etc etc.
You put out a console, all that goes to hell. You've got to invest in design, manufacturing, support, distribution, you've got to work with 3rd parties to get them on board, etc etc. It's a huge drain in terms of time and money for a smaller company like Sega (Sega is significantly smaller than Nintendo).
Sega has been good lately. Lets not screw that up with another console pipedream.
