the one game that comes to mind is Warcraft 2

Well, obviously Halo 2 (though I think Halo 3 is much MUCH better than Halo 2).

Xenosaga 2 (way to half-ass the battle system, Namco).

Metroid Prime2 (still a wonderful game).

Top Spin 2 (how do you manage to make the sequel to a sports game WORSE than the original)?

On the contrary, I think KOTOR 2 was a better game overall, at least until the last few hours (i.e. when LucasArts told Obsidian they couldn't finish the game and would have to ship it for XMas).
