Go with PS3
PC or PS3 would be good but building a PC will end up costing my much more than a PS3 in the end and if you are strpped for cash I would just say go with the PS3 it's curretly producing the most most critically acclaimed exclusives of all the system this gen.
I own a gaming PC 360 and PS3. Right now my 360 is E74 error on me, the only game my PC is used for is to show how good I can make crysis run and my PS3 playes most of games I actually use for gaming. 360 is okay but you have to pay to play the online portion of every game again more $$$
Honestly tho PC is a good option but seriously tho it will cost more if moeny is the issue you can't afford to build one good enough to compete with PS3 or even 360, but 360 chargest $60 extra a year to play games online. Go with the PS3
1. PC, building one with ram, motherboard, video card, harddrive, drives and a CPU even good enough to run the current games comming out at a decent level will cost you around 500$ at least. and it doesn't have as many high quality exclusives as consoles this gen.
2. xbox360 is ok but you will get jipped if you go cheap with one because the 4gig version does't even allow you to play certian games online even if you get a hdd which cost exrta 100 anyway. Also to even play games online to begin with it cost an extra $60 a year.
3. PS3 you can get everything you need for $300 flat and no extra hidden charges and it runs some of the best looking game this gen to boot.
If you can afford it, a PC. The keyboard + mouse are ideal for most games, and you can plug in a controller if you don't like it anyway. On the long run, it may also be worth noting that PC games are considerably cheaper than console games.

"I can't really afford any of them.."
So that is the main reason why I said PC wasn't a good option for him.

also keyboard + most isn't ideal fo rmost games as MOST gamers are used to and prefer traditial controllers for gameing, as do I. I tend to avoid many PC games that don't give me the option of using my 360 controller for playing it's games.

The 360 may be more popular in North America, but the PS3 definitely isn't dying. It just went through 12 months of year-on-year growth, and its 2011 lineup easily bests the 360's in every way.
Since it seems your computer is on the old side, the hardware investment to make a decent PC will probably run you at least $500. Not including a monitor upgrade which you'll probably need. The PS3 is the somewhat easier and cheaper solution at $300, and there's no hidden fees (like being charged for online play). You can pickup a used one, it's fairly safe since the hardware is pretty reliable. But generally speaking it's best to avoid used electronics.
You can't go wrong with either choice; a 360 is fine too, but you'll miss out on a lot of upcoming exclusives.

Yeah, if the user who bought it doesn't know what warranty means, maybe.
Get a PC. It is the best gaming experience. You get mods which fix broken games (FO:NV) but also add so much more to the games, oh, and mods are free unlike most of the DLC crap out there. The games are cheaper, I got FO:NV for $40. The online is free. You also get Steam which has amazing deals and a great community. Also, plenty of free games like War Rock, Battlefield Heroes, Combat Arms, Area 51, America's Army 3, Firefall, LotR Online, Dungeons & Dragons Online, and plenty more. There are so many more reasons (better graphics, mouse and keyboard along with any input device, dedicated servers, etc...)

As for keyboard + mouse, it depends on preference, but there is no question about nearly all first person games being better suited for keyboard + mouse controls. Even with those games there are a lot of people who 'prefer' traditional controllers, but that doesn't change that keyboard + mouse is objectively better for precision and menu browsing.
In fact, the few games on PC that I do play with a controller are console ports with poorly optimised control schemes (Assassin's Creed comes to mind).
If you need a computer anyway, why even bother with the other gaming platforms? They are inferior in EVERY way.
If you're getting a new PC, do that, and just spend an extra $150 on whatever you were going to buy anyway, and turn it into a gaming machine by including a discreet GPU. There you go: cheaper than a Wii since you were getting the PC anyway, all you are spending extra money on is a GPU.
What you get with a PC over consoles:
- Way better graphics.
- More exclusives.
- Best version of most multi-plats.
- The only place to get the best MMO's and strategy games, and the best place to experience FPS's.
- An open platform where neither MS, nor Sony, nor Nintendo can tell you what you can or can't do.
- Mods. These MATTER, no matter what the console fanboys will tell you. Check out youtube video of modded Oblivion, for an example.
- Cheaper games. Thanks to Steam sales specially you'll save MORE money in the long run, if you play a lot of games, on the PC than you would have saved by buying a console anyway - and since you are getting a PC anyway, you actually save money in TWO places.
- Game control options. You can use mouse and keyboard OR a controller in most games.
- You can hook up your PC easily to either a high resolution monitor, or an HDTV. And unlike the consoles, no matter what you hook it up to, you can expect full 1080p resolution and double the framerate of consoles.

TC wants to spend as little as possible; one of the question he asked was how reliable a used PS3 would be.
Based off of his statements, a PS3 seems like a better fit for him. A PC might be more rewarding for most of us here, but simple, quick to jump into and cheap it is not especially for someone who has none of the proper setup yet.

Also the modest build can max almost all current games at 1920x1080, so it really isn't expensive to be a pc gamer.
For $500-600 you can build a decent PC which can run every game at decent settings.
And it also ends up being cheaper in the long run. Console games are $50-$60 while on PC you can find sales all of the time, especially on steam.

please tell me you aren't trying to compare console game sales with steam...Consoles are a waste of money, eventually you will go PC and they will collect dust.
IMO use a credit card and get a low-high end PC, combined with Steam and their sales you won't regret it.
If you don't have a credit card (or fear them) I would recommend saving for another month or two instead of getting a console as a "2nd option".
