In the case of GoldenEye (the one I have played), probably yes. While GoldenEye's levels are very well designed, they are oldschool-ish and doesn't do things that are standards now in current FPS games. But that's the reason why I enjoyed this game alot, it was nice to get a traditional shooter with actual levels with lots of strategy and not a roller coaster ride with cutscenes and "cutting edge" "facial animation" all in one "visceral" package. You can't blame the game because of the hardware's limitation.
In short, it is obvious that an FPS game on Wii can't do the same things an FPS on HD consoles does, but that's kinda the reason why I enjoyed it. It feels like a contemporary N64/GC shooter like say Timesplitters with a traditional set of levels.
If you think this proves that Wii games in general have lower standards, no, a game like Galaxy is better than any other platformer released on any system, however you compare them.
