what i don't understand is why they make the men so feminine. Why is that a good design choice? Actually, that guy doesn't look really that much feminine. He looks normal but has the pretty boy flare.

haha but that was only because he was 50 years old and because they wanted to make him look mysterious. If they could they would have romanticized him. On a related note, I hate how the japanese have feminized Wesker. He's like 45 years old now and was wearing the tightest clothes ever. They weren't even military clothes. Just really weird clothes. I thought he looked a lot better dressed in RE4. Just looks romanticized now.
