No, its actually up to the developer. There are many games that are region free. Living in japan, i bought the japanese copy of Halo 3 for my US 360. But yes, they are seperate regions, so in the end it wil be up to square if they will allow importing.

Sony has to pay Immersion 120mil, and Microsoft got that money from the Sony settlement.
