my question would be where and why does money figure into it at all?

if i spend money to build whatever passes for a state of the art rig and it does the best version of a game then it is the best version end of story.

is this a game site or a budget site?

It's about value for money. You could buy 100 full price crappy games. Or you could buy one cheap, long, excellent game.

Just Cause 2 on the PC is DX10 only, while a 6800 GT is a DX9 card.

I saw someone run the game with a 7000 series Nvidia card so I am sure there are ways to play it without a directx 10 card.

Also that is just one game. And like I said there is should be a ways to play it on older cards.

And medium still looks good.

Well I don't know what exactly do you try to prove here, but it looks and runs poor on my system. Sure, it's outdated, but I do not agree that PC games run good on old hardware.

It's convenient for them to "forget" the long-term or extra costs. The PC is already the most versatile and most powerful gaming platform, with the largest and most varied selection of games, with mods, free content and free games etc. If you take into account the cost of buying games and paying for online services over a period of five years (standard console lifecycle), the PC is also the cheapest gaming platform. Right now the only thing keeping System Wars going is the "you need 4000$ every day for upgrades!!1!11!" myth. Take that away from them and they've got nothing.

hardware costs can be a bit hard to call. My bro has a sweet hone theater set up. But it does not use it for just gaming. After going from his place to my pc monitor it just felt like a huge downgrade . i see lots of people who have a great rig but end up using it on some lame 23 inch monitor.

If you're playing PC games at your desk the 23" is better.

With high pixel pitch a good small monitor will usually have more crisp image quality.

Also it supports higher than 1080P resolution.

If you sit far away on a couch then a larger monitor would be better though.

But most people seem to play at their desk which is why they go for a smaller monitor.
