A good story is usually one that has to be told, halo is a shooter so cutscenes aren't meant to be long. MGS4 is almost half cutscene, half gameplay, so there is a lot more space for the developer to tell you the story and portray the characters and their relation to eachother.
Halo's strength in terms of story telling is the world it's set in in, the vistas and the glorious music. MGS strengh lies more in the character development (which can get a bit over the top, i mean fat guy on skates lol) and it's plot. I like mgs, I played the first game when I was 12 and I believed it was amazing and deeper than most games.
I played halo a couple of years later and I thought I finally found the game that can rival most movies, even more so than mgs. Too much is not always better. Halo didn't have a lot of cutscenes, to tell you the truth I don't even remember most of the cutscenes. What I do remember is a lot of gameplay moments like landing on halo and seeing the ring. The game doesn't reveal these moments in cutscenes, no the game let's you discover these moments yourself while you are playing, where am I, what does this ring do etc. That's how you make a good game with a good story, bioshock is another good example, just like half life.
