The original games were never about the jump scares which PT was. Pretty sure Kojima looked at the later abominations of Silent Hill which were in name only and was going for that, subspecies. You being a Silent Hill and Team Silent fan should have known that.

Silent Hill is a living being. It will conform to the psyche interacting with it. If said psyche is prone to sudden interruptions of thought and/or psychic manifestation, then the town will accommodate that. Do you grasp what I'm saying? The town is a chameleon. Kojima's psyche, as a dev, is absurd, and absolutely prone to flights of fancy and tonal dynamics. As such, the town of Silent Hill would have a heyday with his head.

One other point. P.T. was not Silent Hills. Kojima was quite clear about that. He said directly that P.T. did not connect canonically and had no relation to the actual game. It was just a tool to unlock the actual trailer--which involved no jump scares whatsoever, and simply had the main character walking down a quiet street in the town.
