On consoles, Sony and MS front the cost. It's just a different model. Sony lost shitloads of money last gen on PSN in competition with Microsoft, and it's precisely why they started charging for it. If nobody paid for those services, Sony and MS wouldn't just start offering it for free. They'd shut the services down completely.
This is not always true. Most Call of Duty games, for instance still use P2P.
Also, players will also purchase servers for BF1 on consoles.
And, you are also wrong in that pretty much all BF1 servers, even for PC, are hosted by DICE(at least for now, until players purchase servers).
So, this is not always true for either accounts. It is game specific, not platform specific.
