How could someone possibly take that out of context? It's as straightforward as it gets. When he says "hardware", he's refering to the parts inside the box, not development tools. That would be software.
How about this then? The Full quote. "The hardware is basically a GC. We've upgraded our development tools to new versions but, you can still use GC programs as they are. "
So sure he's talking hardware? When the next sentence is about development tools, and using GC programs as is...
Yes, I am, because he says it right in the first sentence. A development tool is not a piece of metal and plastic in the box. Hardware is. He is saying that the parts of the Wii are "basically a GC", and then says that the development tools are not the same. The two statements are not related.

I will try to break it down for you as easy as I can.
A development tool is a program that is used to create new software. It is a program, like the ones running on your computer right now. It has no physical pieces to it.
Hardware is the parts and pieces inside of a machine. When Miyamoto says "the hardware is basically a GC", he is talking about things like the GPU, CPU, and RAM. These are the physical parts that make a computer run.
If you still don't get the article, then I'm done arguing. This is getting ridiculous.
