I think they should allow the choice for users or developers to disable achievements (for instance to introduce in-game cheat codes, etc..).

They do. Some games when you activate cheats don't let you gain achievements.This.
You can also turn off notifications if they bother you.
Ya..I wish this single player cheating option (while disabling achievements) somehow to be more common than an exception.
On PC, you could download mods to remove certain annoying aspect of a game (e.g. items carrying limit in skyrm, doom 3 flashlight, etc..).
Maybe some sort of Steam Workshop solution but for consoles, might be the answer here.
I remember playing MGS3 and hating every minute of the chore of having to constantly keep feeding Snake or his super hypoglycimic stamina would drop to 0.
I dusted off my Gameshark and instantly the game turned into one of my favorites PS2 games after removing that annoying aspect off of it.
Same thing with X360's Lost Planet, the game was really entertaining had there not been this annoying thermal energy depletion that forces you to rush every mission.
I stopped playing it on X360 and bought it on PC when it came out and ran a trainer that removed that stupid thermal energy aspect off of the game.
