It's simple really, a lot of stuff is faked and scripted. Physics, lighting..etc can always look amazing. Even some PS3 games still look pretty darn good considering the hardware and 256mb of ram. Development for PC, they basically just use the various engines such as Havoc/Physx or things like RealTree...etc. On console they often hardcode everything to the point where some 2d objects in the background will rotate or whatever to mimick a 3D effect, well placed static shadows that are programmed to warp, bend or reshape if the light changes to "x" or camera moves to "y" position...etc. They do these things on PC's to certain extents but often it's not necessary but we are seeing more uses of it in some VR titles since VR needs a lot of power. For example, environmental physics have taken quite a downgrade in most every game in recent years since the scattering of objects can always be predetermined without the player noticing much. Some just use cloth physics and ragdoll physics with little regard to much else. A.i. has virtually gone nowhere, often games are giving us scripts.
Actually there's nothing that advanced being used in UC at all, they made a good engine for lower end specs, much like the Tech Engine 5. However on PC, they don't have strict limitations of the PS dev kit. Then you have budget, put enough millions of dollars to good talent and that's what you can get. All they are doing is offloading the CPU and GPU work for things that aren't going to be nearly as noticeable for the type of game they are creating. Often on consoles, they literally design maps just so they don't require much hardware.
