I think both are good developers but Valve in my opinion is more dedicated to making the best game's they can possibly make. How about you?

Rockstar
Their games just interest me more and when I play a valve game like HL2 I just can't get into it.
I think Rockstar pushes the envelope more and is more interested in innovation and new experiences. Valve has some cool ideas no one has done (like Portal), but they tend to just make great and highly polished games with a wealth of free DLC and mod support. As good as that is and as much as I love their games, they aren't quite as innovative and haven't had as much an impact with Half-Life as Rockstar has had with GTA.
So for me, I pick Rockstar.
Valve by far. The only R* game I've enjoyed is GTA:SA since LA Noire wasn't developed by them. All other R* games are trash.
definitly rockstar, i don't think valve really delivers as much, regardless of whether or not you like gtaiv/la noire, i think they've done infinitly better than valve this gen, l4d1/2 great games but sporting an entire 4-5 levels each! portal 1 was fantastic but 2 was a bit of a let down, where the **** is half life 3?
Sill haven't played RDR nor L.A. Noire. So my vote would be a bit null really.
Outside of those, I didn't like GTA4, I liked The Lost and Damned even less, but I enjoyed Gay Tony.
So far, Valve for me this gen. But those two games might very well change my mind, we'll see.

They can afford it due to all of their overpriced merchandise on the TF2 market. HATS FTW GUYS!
Still though, it is nice of them to include it free for those who haven't even played it. Plus it is true that you don't have to buy anything from the store.
I'm not taking anything away from Rockstar or GTA IV in particular. But you've had a winning formula with GTA and the open world. And you saw something similar with Red Dead. Whereas with Valve you've got Half-Life, Left 4 Dead, Portal, TF2, CS:S - 5 very different IPs, each with their own playing styIe. Isn't that about providing a new experience with each game? So I think their impact reaches far beyond just HL. Rockstar has more replay value IMO , I have not even thought of replaying Portal 1 or 2 since i beat them
EDIT: I also strongly dislike L4D
I like them both....alot, but ima go with rockstar with this one. Red Dead Redemption is by far the best game i've played.

Let's see...you have a game called Half-Life where they expect me to run around doing things with a guy who not only seems to be a mute but has no real personality and enjoy myself(this isn't a sandbox game).
You have a game called L4D where I run around with a group of annoying survivors in a practically nonexistent story mode with people who seem to have a unusual love of whoring out the word "RELOADING" to the point that I wish they were all Gordon Freemans. :P
Then there is Counter-Strike, a game that minus well just put up a sign up saying if you never played before don't bother now unless you enjoy being killed mercilessly for about 98% of your overall experience from guys who can shoot through walls and invisible snipers.
Sure that's not all their games but that's totally enough for me to know that I don't like them at all I guess. = )

such a hard, hard decision right here. both companies are innovators, both release extremely polished gaming experiences and both garner large dedicated fanbases. i honestly can't choose, these are my two absolute favorite developers. if i had a gun to my head i'd probably go with rockstar by a friggin' hair. vice city and san andreas are untouchable.
I'm not really a fan of Grand Theft Auto, or games in the same style as it.
So definitely Valve for me.

I believe the design choice behind Gordon Freeman being completely silent has always been to allow the gamer to envision themselves as Gordon, alone in Black Mesa defending himself against aliens.
L4D is amazing! It's just mindless fun! :D Killing hundreds of zombies, and the rush when you face a tank. It's certainly far better with friends playing, and on the PC there's tons of free maps up for download that can be really fun, and often times become huge adventures.
Counter Strike is rather unforgiving, but you don't have to jump straight into one of the tactical games. There are modes like gun game that allow you to practice with a wide variety of weapons with really quick respawn. I mainly loved the original Counter Strike for it's modded maps. There were modes like surf (pretty much a design flaw that allowed you to quickly slide on slanted edges), KZ (which were climbing maps that could require an hour or more of dedication), and crazy tank (where you escorted a gigantic tank to the enemy base). They were all incredibly social game types, and shooting people was not required (except crazy tank). Of course I still loved the main maps CS was known for, but those social maps took so many hours from me, and I met so many friends years ago when I played.
I guess it depends when you started playing them because I began way back when Half Life originally came out. Those were my first online games ever, so I've just always had a soft spot for Valve. I also love how they haven't fallen to making FPS games that resemble CoD. They make games for me! :D If you're just trying to get into Valve games now it might be a bit harder since they have a very different design than most of the other big FPS games of this generation.
You might like TF2 though (if you have a good PC). That's a more casual game, and many of the weapons don't require pinpoint accuracy like in CS. It attracts a very social crowd too, so you can make lots of friends :)
Rockstar are colonies ahead of valve.
