The STALKER series is the first thing that comes to mind.
It's the only series I can think of where you are outright terrified of particular random weather effects.

Most games, even the ones regarded as having impressive plants and leaves still use paper cut outs for grass and very often leaves as well. In the vanishing of Ethan Carter every blade of grass is a single plant not a 2d flat cut out used repeatedly and placed at different angles to give the impression of deep grass.
It doesn't matter if you're on a 360 or a high end PC or whether the game is Crysis 3 or Far Cry 4, they all use the same flat paper cut out technique for foliage. This goes for leaves on trees as well.
It won't be long before games start implementing Nvidia's Turf effects.
They have already solved the weird hair problem somewhat with hair works.
Yeah, good to see PGR4 mentioned. PGR4 was great for last gen and the only one I can recall that also had snow. FH2 does open world day night weather nicely right now.
Any news about games using dynamic weather/foliage? This thread is all that pops up on searches and a whole bunch of stupid phone apps I didn't ask for nor have a phone to use them. And one random propaganda mouth piece about global warming models as if models are actual reality. :P
Among my favorite games with fog having an effect on gameplay are Fallout 4 and STALKER: Call of Chernobyl. Great depiction of different nights is of course, a staple of the STALKER games. Flight Simulator X does nights pretty well too and it has no equal when it comes to (users) customizing clouds.
Weather effects are a dynamic combination, in Sea of Thieves it makes waves rougher, the wind blows, sky gets darker, it rains, sound is good too, mix of wind, the sales flapping, waves crashing, creaking of ship, sometimes snapping like something broke (better check). The clouds seem to form, grow, shrink, in the sky randomly, rather than panning a set cloud pattern over the map.
But a good example of it, Far Cry 2, best weather system in any Far Cry game. Clouds cast shadows, breezes cause the foliage across the map to react and sway, even gets stormy, then as clouds disperse rays of light shine through and cast unique patterns of light and shade across landscape, even subtle breezes make the grass sway.
I tend to think a proper day-night cycle compliments a dynamic weather system really well, and both have much better than average day night cycles.
Jesus that looks like trash. I choose Driveclub, no doubt.
