This is an easy question.... Halo 3. Say what you want, but considering people are STILL playing the hell out of this game, then its the gameplay king.
If it weren't for some bugs that do affect gameplay like getting stuck when getting in cars or hitting random objects that aren't there, I'd probably go with Saints Row 2 for its intriguing use of quasi third person shooting mechanics combined with a truly diverse selection of gameplay missions and activities. And it's just fun to walk around shooting rocket launchers at cars on the highway.
MGS 4 is gameplay king and will be hard to beat. Fallout 3 in second, though the main story could have been a lot better and the score may have been a little high, it was still a very good game gameplay wise.
of all time? deus ex 1. it absolutely nailed getting FPS, RPG and stealth gameplay working together and all rolled it up into one outstanding package. no game has beaten it since. the game remains an absolute pleasure to play. this gen? super mario galaxy. they tried around 120 different ideas....and got the vast majority of them spot on. although they all involve collecting a star, its the journey to getting it that is hugely enjoyable in almost every level.
