my vote goes to bioshock, rapture is the best world i played in this gen in a video game. it is truly amazing how the city looks and feel great.

World of Warcraft, The Witcher 2, and Crysis.
Those worlds are seriously impressive in all aspects. Also Twilight Princess and Majora's Mask have a great universe. Homefront did also which was mighty impressive. Metro 2033 was also very, very good at this. Mafia 2 also had a great world created.
RDR is impressive, but not interesting in the least bit. Same with GTA4. From seeing many sections of ME2 it was pretty boring.

I think Fallout, but at the same time calling a post apocalyptic nuclear wastelande full of death, killing and cannibilism seems like a weird thing to call a great universe.
I love all of them so much, in the following order that I've played:
Fallout 3 (yes I am a heretic, but my fanboy goggles are off)
Fallout 2
Fallout: New Vegas
Fallout
Fallout Tactics
Fallout 1 should probably be higher up, but it had the oddest bugs and felt the slowest pace. I was also mixed on the timer since I love the urgency it brought, but always felt anxious when playing, which I generally don't like feeling.
Most creative universe would be Super Mario Galaxy 2 and the Rayman games
Most detailed and best atmosphere would be the Metroid games for me

Well......They did have some practice. Getting it right is the least they could do.just world (environment) or the lore and such too? Does it have to be an open world type game (I will assume so)?

Mass Effect. It is essentially a combination of Star Trek and Star Wars... but without all the inconsistencies, and has the potential to grow into something grand. The attention to detail that has been invested into every little aspect of the technology, science, history, geography and anthropological aspects is quite unmatched. Finding the Prothean ruins on Mars jumped human technology forward 200 years overnight, and the discovery of the Charon Mass Relay propelled humanity into, well, something that I doubt modern humans could cope with. What makes Mass Effect such a good foundation for a narrative is that it is centred around a galaxy-wide conflict. Doing a prequel that fleshes out something that can be explained in a few sentences would be a waste of resources. Peace never makes for an interesting story. Though... it makes for a good ending. I'd really like to see the Mass Effect franchise expand into other genres after the trilogy finishes. There is so much lore, that it seems almost wasted on a linear, single-character narrative.

Diablo and Starcraft pre Starcraft 2 get my vote, maybe Warcraft aswell, it can be pretty damn good at times
