It won't happen. The devs have stated that the trailer, while CGI, was representative of what they are trying to make the final game like (gameplay-wise).
I mean the higher rated of the two games was third person so....

But that may have more to do with FPS's on the PSP sucking than anything else. You can't touch an FPS or TPS on the PSP without wishing you had another analog stick, so the top-down view works very well for a PSP game.
