You can't compare a console that just came out to 10 years old ones, library wise. Sure i'm comparing hardware and library, but since PS4 is just starting, we can only look at it's potential, again, based on the dev support its currently getting.
Anyway, here is my opinion on each Playstation based on my PERSONAL experience:
PS1 - Great hardware and a massive library of both, western and japanese games. Lots of ports from PC classics (Warcraft 2, C&C, Doom, Hexen, etc)
PS2 - Huge library, but lacked many important games you could only find on PC and Xbox (KOTOR, Morrowind, Half Life 2, Doom 3, etc). Unlike many die hard PS fans believe, PS2 was not factually the best system of all time. Fans of FPS, WRPG, RTS, and even racer games would find it....well...not so amazing.
PS3 - Despite it's terrible start, a decade old controller design and lots of hardware limitations, it ended up with a very good library. That said, you could find alot more games on Xbox 360 and PC.
PS4 - Great hardware design, controller redesign and full dev support. There are obviously less games compared to previous Playstation consoles, so far, but the potential is there.
Like i said: PS1 > PS4 > PS2 > PS3 :)
