Thats M$ for you how can anybody say its a buisness model. The developer wants to give its loyal customers free stuff and M$ is forcing them to buy it. In last months GameInformer they said the same thing M$ is forcing developers to charge for things that they want to give away. Also M$ is the one who sets the final price on any downloadable content that goes to live not the developer so they can charge for what ever price they like. Not only that but does anybody relize that their point system is a scam as well.

Any way it is a known fact that there was around 2 million users before the 360 hit the market. They just announced a month or so ago that they were now at 6+ million, which was 3 or 4 months ahead of their original estimate (original estimate was 6 million XBL subscribers by end of June 2007). With Halo 3 coming out, it will only get bigger, considering Halo 2 was the reason XBL took off in sales (before Halo 2 XBL had  around 1 million users. A year later and it had 2 million so it basically doubled. It tripled in the last year to 6 million by 2007).
