This is the only quirk in your explanation. They desire only to start the Great Journey, which of course means the activate the Halos so that their "divine wind may rush through the stars, propelling all along the path to salvation." The only reason they even bother with the humans is because the humans keep getting in the way and many of the forerunners relics are in human controlled space and human controlled worlds. It was answered wrong. The covenent learned how to translate English into their languages (Each race has its own language (Grunts, brutes, jackals, elites, hunters, and prophets, as well as a few races mentioned in the books but not the games, and hunters don't really talk all that much, plus each also knows the language of the prophets). Cortana, when aboard a covenent ship, found the translations, reversed them (A rosetta stone, as it were), and does what she can to make it understandable. And yes, the covenent has immitated (poorly) all of their technology by trying to copy the forerunners.
