im gonna say neither and go with Scotland.
We gave the world GTA,Body Harvest,Wild Metal Country,Crackdown,Lemmings,Manhunt and APB lol.Also Agent aswell being developed here :P Also Proper games up in Dundee developed that Final Fight Final Strike on PSN/XBLA aswell.
For a pretty small country i say we can hold our own in a lot of ways :P and the Rockstar North offices are just round the corner (literally) from my cousin's flat.

Its cause we got way too many good franchises :P it would be an insta kill xD..Even just the UK alone would hold its own against the 2 with fair ease.
I don't like to cut it down to a single country, as my favourite games come from all over North America and Europe.
But I much prefer games from the United States. Japanese games are amongst my least favourite.
Both. I love all genres of games and both have put out amazing games over the years. Recently NA has been doing great, but if it was an overall (not just this gen) generalization of which is better, it would be Japan.

I will agree that a lot of my favorite Japanese devs have gone down hill big time this gen. Kojima with MGS4, Itagaki with NG2, SE with FF, the mess that was RE5, etc... and even some games that I do enjoy like GT5 still suffer from some archaic design choices.
But even so, my favorite games still come from Japan. I dont think I really need to list all of the excellent games that came from Japan this gen. There are some genres that they still all out own. And when a Japanese game is polished, it is to a ridiculous level that very few western devs can even begin to approach.
And just because some Japanese developers have been on a down hill trend this gen does not mean there is no chance for improvement. The majority of western devs sucked hardcore for a long time and you see how much that changed.
out of those 2? Japan. but i think Europe its the top notch for gaming development this gen. about American games.. hmm they have no "feeling" at all. just a bunch of commercial shooters. IMO
All countries are great .....Japan-Demon Soul's, USA-Uncharted 2, Europe- Killzone 2. And all those games are exclusives on just one system so imagine the countries who make great games in a bigger picture. No such thing as BEST when picking countries who dev. It all boils down to opinions.
