Okay I kid, probably America over Japan as at least they have the decency to release games worldwide :evil:
As a PC gamer, the obvious choice is America..Blizzard + Valve, and if you want to say all of North America, then you can include Canadian Bioware.

North America BY FAR the best for PC gaming right now.
Don´t know about a country but probably the biggest chunk of quality games this gen comes from Europe.

Maybe for console but for PC it's not even close since Valve/Blizzard/Bioware are American and Canadian. That's pretty much all of the best games this gen on PC.

Yes, but it's well known that both games are much better on PC, especially the Valve games. Valve might as well be PC exclusive, their games are meant to be played on PC.

You´re forgetting Crytek(Crysis/Crysis Warhead),Creative Assembly(Empire and Napoleon:Total War),CD Projekt Red(The Witcher and the upcoming The Witcher 2),GSC Game World(STALKER series),Bohemia Interactive(Arma 2),Frictional games(Penumbra series,Amnesia: The Dark Descent),Action Forms(Cryostasis),Sports Interactive(FM 2011),Massive Entertainment(World in Conflict),SimBin(GTR,GTR-2,WTCC,Race Pro) and I could go all day showing you relevant PC games made in Europe,because this is just a short list. Sure,but Europe has even more,that´s not even a discussion. And for the developers you mentioned,Bioware is a multiplatform dev,they´re not really PC devs since Neverwinter Nights in 2001, Valve barely makes games these days and all of them are on consoles as well and Blizzard,as much as I like they´re games,they only have three active franchises and take huge amounts of time to release games. You are only focusing on extremely mainstream developers,and that´s not what the PC is all about at all.Total War, Timesplitters, Perect Dark, etc.Hey! Leave out the UK why don't ya! We gave you guys LBP, Tomb Raider and GTA :x

What is this based on?
Asking a question like this without giving any specific details, is like asking "what country is better" and since this is an mostly american site... we know whats going to happen.
