Man, you gotta play more games if you think The Witcher has the worst combat lol. I mean, it's nothing to write home about, but it is far from 'worst' territory. Shit, games like Planescape have worse combat than Witcher any day. Elder Scrolls and pre-F4 Fallout as well. Then there's Assassin's Creed, Vampire Masquerade, and so on. And those aren't 'worst' either, just pointing out how your answer seems a bit ridiculous lol.
Anyway, Nioh far outdoes Souls and Bloodborne in terms of combat, so I can't say I agree with that answer either. This is without stepping out of RPGs and pointing out games like Bayonetta, DMC, and Ninja Gaiden.
I take it that your list mentions RPGs only? Cause if you think The Witcher's combat is the worst combat than you havent played many games... and even RPG wise you can fair way worse than The Witcher 2/3 (Witcher 1 combat is really, really bad though, I giv'ya that)
Best: DMC 3/4
Worst: Maken Shao: Demon Sword or LotR: The Two Towers (PS2 games with atrocious combat)

Yeah. He says VTMB combat is junk, i personally prefer it over The The Wicher :)
Best - DMC4, NG2, Bayo 1, and a slew of great fighting games.
Worst - Who fucking knows, but Bad Street Brawler NES is the first that comes to mind.
Strictly speaking of the combat mechanics, the best i'd say are:
Bayonetta
Ninja Gaiden Black
Devil May Cry 4
And i just added God Hand to my collection, which i've never played before, tho i heard that apparently it's insanely hard and features some of the best combat ever designed in a video game, so i may give that a go tonight.

What a dumb post...comparing more traditional style non action cRPGs like the old FO games and PST to action RPGs, combat wise. Apples & oranges there.
Better off comparing these action RPGs to actual action games, as the combat is much more along the same lines.

Yup. I wasn't invested in infinite's combat at first but the more I played it, the more it grew on me. As for the original Bioshock, I didn't enjoy the combat at all. I was just playing for the story.

Frankly I love a game like Rising Storm 2 Vietnam that does its best to simulate how a gun would act and how a bullet would fly.
One bullet to the head or heart can be the end of a man (yeah, no game logic just real logic)
Other injuries can be taken care of.
You shot at someone but he was quick enough to hide behind a wall ? Well maybe he is still hiding over there and if you got the right type of bullet and gun (say an assault rifle) there is a high chance you can hit him through a wall.
Some very clever game design and combat design. Leads to terrifying, but at the same time enjoyable experiences.
Worst:
I don't like turn based combat one bit. There is only one exception to that and that was Paper Mario, and honestly I played that game for it's wit and charm, not the combat system.
As I get older, I appreciate turn-based combat more and more. If I'm playing an RPG or really any game with a stats-based leveling system, I prefer turn-based to action, simply because playing a gimped action game (which is pretty much what most action rpgs are before you get leveled up) isn't much fun. I do still love straight-up action games, though. I'd say:
Best real-time: Ninja Gaiden Black
Best turn-based: XCOM (only played new XCOM, old is too old for me to get into, but it seems better on paper)
Worst real-time: Kingdom Hearts
Worst turn-based: FF13

Play Jagged Alliance 2 (and the 1.13 mod for it) It's even better than the old X-Com. (which is better than the new one, btw) Not a fan at all of the removal of time units in the new one.

I really hate the FF12/ Kotor/ MMO style of combat. I think it's a shitty hybrid of turn based and real time and should die.
IDK about worst, but Halo's combat has always felt pretty underwhelming to me.
Best Turn Based : Persona 3-5, XCOM, Fire Emblem, Baldur's Gate, Pillars of Eternity, Paper Mario.
Worst Turn Based: Final Fantasy series, Bravely Default(gradually sucked)
Best Real Time: Bayonetta, Souls, The Witcher, Wind Waker,

I actually liked it as well. Probably my favorite part of the game. I also enjoyed the atmosphere of it more than the sequels..
Worst:
Action: Monster Hunter
How so? I found the combat to be a fun variation of lots of combos and specials to learn, and knowing when to do them and when to dodge and stuff, studying the movements and attacks of monsters.. I admit that there's a "sluggishness" you have to get used to, though.
Not sure what I'd list myself, but I want to mention Wind Waker and DOOM (that goes for DOOM1&2 as well, seriously, that gameplay from the past man).
I haven't played Ninja Gaiden, DMC and Bayo didn't click with me. Hence me not listing those..

Anyway, Mario games have the worst combat.
Two games that come to mind that had horrible combat were Enslaved and Deadly Premonition... but what they both have on common is that I loved both for their stories.
Two games with exceptional combat I love is both Gears 4 and Halo 5, really solid combat mechanics and theirthe Horde and Firefight modes keep me constantly engaged with them.
Max Payne 3 was a really solid and satisfying TPS that few others can live up to, most people seem to hate it though seemingly for no other reason than just to let people know how old school they are that they can't like a game with health regeneration and cover mechanics.
I also really loved the combat mechanics in the Dead space series, and I enjoyed each of them, even the third.
