No bullsh*t, it's just how it is. Fear's gunplay is close to half-lifes. And shooting peopel with a shotgun? Like how it turns people into gibs in FEAR? lol. In half-life, a close shotgun round kills instantly and sends people flying back packing a punch.
The only thing that set FEAR apart was the AI, which was amazing, and far better than Half-life 2's. The gun play was nearly identical though. You shoot at what moves, with no looking down the barrel ala Call of Duty. I fail to see how it's "Drastically" different.
The AI sets it apart, not the actual gun play.

I really don't see how you could think that the gunplay is comparable in any way other than the fact that you are shooting in first person.
The feel of the combat is completely and totally different; the guns in F.E.A.R. feel very powerful and are great fun to use. The guns in HL2 generally feel weak and underwhelming. Hell, even the grenades in HL2 aren't nearly as good as the ones in F.E.A.R.
In HL2 you throw a grenade and it just sort of floats to its target, explodes when it's ready, and does its thing with a decent little explosion and maybe some character models flying about, and that's cool and all, but then you look at F.E.A.R., where you throw a grenade with precision accuracy, watch as it flys in slow-mo directly to your target, and explodes on impact, sending out a sphere-like force wave and a shower of smoke, debris, and gore, clouding your vision and leaving your enemy as nothing more than a pool of blood with a few spare meat chunks laying about.
That's pretty much a metaphor for the rest of the combat comparision.
You're free to your own opinion, but I think maybe you need to play F.E.A.R. and HL2 again...

I would agree with the fact that HL2 has very lacklustre combat. The narrative and non-combat levels are fantastic but the core shooting leaves an incredible load to be desired. If you are going to go the generic shooter route at least add something in to make it feel rewarding. Like a sawed-off break open shotgun (Condemned reference).
At least it isn't the cap-gun combat of Halo.
EDIT: Episode 2 however did make it feel a lot more rewarding and fun to play since the combat itself was intense. I actually went back and played Episode 2 again... unlike the first "game" (HL2) or Episode 1. I think that you are right about Ep2. It is clearly superior to HL2 and Ep1 in pretty much every way, but it still didn't have truly satisfying core gunplay. Hell, the core mechanics weren't really changed at all; it just had much better action set pieces.
It was a definite improvement, that's for sure, but I still think Valve needs to go back to the drawing board with some of their central shooting stuff.
