I think the Covenant, if you read the books they can easily wipe out a whole planet, and the forces on earth would get completely wiped out by the covenant. Of course, they do control multiples dimensions/universes and their forces are probably much larger than they appear, but seeing as how we haven't seen the true extent of their power we have to judge off of what we have seen, in which case the Covenant wins. Well, from what we've seen in the games, probably the Covenant.
But if you look into the Universe of each game itself, I would say the Combine would come out on top.

The combine would win i suspect. But the covenant isn't to be underestimated Mr Chief hardly "dominated" anyone, in halo combat evolved it was complete gorilla warfare i wouldn't call that dominating. Then you have to take into consideration the flood, who got involved and changed the outcome of battles a lot.
Theres a lot to consider but yeah, the convenant would probably wind up lighting the rings, killing themselves alongwith any combine it'd wipe out the convenant but the combine would carry on. :P

Gordon Freeman is owning the most pathetic bunch, just human converts mainly. Master Chief gets the best of the convenant thrown at them and gets owned.

not true, we dont know what other species or alliances are out there, if the humans paried up with another force in Half Life 3 ( Whos Gman with?) they may be able to take them down, but im guessing that wont happen till after episode 3 and when the next half life comes out.
