Short answer is because the are a private company, they're not an EA or Activision who pump out crap or ruin franchises we love to increase sales.
Blizz was in the top tier aswell but since they became Blizzard-Activision all their games, while still great, have been disappointing.

because its better then EA Origin and cheaper and faster and got more deals and alot of games. I like Steam. If everything went digital download for games i would want steam to do it as also very easy to pay as it got paypal too.

People don't keep playing something that's bad even if it's free. Tf2 keeps it's player base because it's a good game.

Even before the F2P model TF2 was,alongside both versions of CS the most played games on steam,the player number now is very similar to what it was before,only in the first few months(F2P) it was bigger but now it´s about the same as it was,certainly not anywhere near as half.I know that but if it weren't free there wouldn't be as many players. Portal, TF2 and Left 4 Dead are not only three excellent titles this generation, but recognisably influential ones. The rest is easy: They make great games. Their games are often stand out and influential because of their creative angles. They provide the best digital service available to consumers. They give a damn about the consumer (be it Alien Swarm, free content, TF2 comics and media etc.). They give a damn about developers and creators - they support their toolsets. They give a damn about developers with their digital service - providing a very easy system for them and flexible pricing. Now I don't like Valve nearly as much as I used to, I honestly think they have been creatively limited with Portal 2 and Left 4 Dead 2 and I dislike aspects of Steam, but they know how to cultivate a positive culture, attitude and business. Which is why they're so damn admired and fawned over.They have not released anything this gen that can be considered top-notch or worthwhile.

Yeah, I have no love for the Half-life series but I don't see how Valve can't be seen as top tier. DOTA 2 and TF2 is enough to make them top tier in my opinion, I don't dare even ask what people see as top tier if Valve isn't one of them.Valve has always treated me with respect and offered unbeatable deals. A couple years ago I bought 100 games for $300 in the Christmas sale. Some of them still retailed for $50. Where else on the planet can you get that deal ? Sure as hell isn't on the Playstation store, Xbox Live or Gamestop.
The HL2 series and Portal series are both some of the best single player games.
L4D1/2 and Portal 2 are some of the best Co-Op games.
CS/S/GO and TF2 are some of the best multiplayer FPS games.
Add in Dota 2 and all their previous games, it's not hard to see why. Valve has it all.
