All the enemies in the game level up as you level up, making levels completely pointless and useless. Zero motivation to do side quest.

Hopefully, if they're doing the level scaling, they'll atleast refine it so that a level 10 guy can't beat the final boss...

All the enemies in the game were scaled to fit your level instead of increasing in difficulty by area. That made it so that as you picked up better armor, weapon, etc. and increased in skill, all the enemies increased in those areas, as well. So even lowly bandits and highway men have daedric armor by the time you hit level 22. Also, it scales down more difficult fights, so as a level 5 guy you can still kill gods...

Not a bad idea, but Oblivion's execution of it was terrible...

I hope not. That's one of the few aspects of Oblivion I thought were poorly done.

I read/watched a video where they said it wasn't. and there was areas where you could go and have no chance if you weren't the right level.

in the interview, they said they were changing it from oblivions leveling system, I think they said enemy levels will generally vary by area so you can't explore everywhere right away but they also said once you are a higher level better enemies with better gear will also appear in lower level areas, so you don't compleatly outgrow easier areas.

That sound okay, hopefully they'll implement it well so that it plays as well as it sounds.

While I'm not exactly as psyched for this game as other people are, I'm certainly eager to see if Bethesda can iron out all the problems with the basic Oblivion formula and make a good Action RPG out of it.

Almost all of the main quest is scaled to your level. The towns have an encounter level that locks when you first enter to which loot/enemies are scaled.

Canard PC were able to kill 3 super mutants in the same encounter at level 3 with a baseball bat while wearing crappy armor. That should give you an idea of how it works.

No it's not the same. You pick a perk every level as well as increasing some skills. Stats stay the same throughout but you might be able to change them by taking drugs and having receiving technology or medical upgrades.

No, there are areas in the game where you will need to be at a higher level to enter.

Also, It's an XP based system.

Three super mutants with a baseball bat!? Three super mutants with a baseball bat! Three super mutants with a baseball bat?

I just can't wrap my head around that concept.

Fallout will have a leveling system that is actually different than Oblivion, thank Christ.

You will gain experience points and level up. Traits no longer exists, they have been "merged" with perks. You will get 1 perk every level instead of every 3 or 4 like in the original Fallout.

There will be some level scaling, but it won't be throughout the entire game.

In other words, it seems somewhat improved, but we'll see.

Article here.

"towards the end of my half hour, whilst wandering through Washington DC, I fell upon a group of three super mutants. One was equipped with a Gatling. I was level 3 and I was only equipped with light Raider armor. For weapons, I had a baseball bat and a basic 10mm pistol and an ammo-less laser piston. I switch to VATS and aim for the Gatling mutant in the hopes of making him drop his weapon. I miss and the other two mutants head straight for me. I grab my baseball bat and alternate between VATS and real-time whilst waiting for my AP to recharge. The first mutant is downed, I loot a bat with a nail in it and kill the second mutant in much the same fashion. During this some sort of mutant spider joins the fray and attacks me. I kill it with my bat. The third super mutant fell to a combination of grenade and 10mm pistol. I'm a half hour into the game, level 3 and I manage to take down three super mutants and some unidentified thing without much trouble and find myself in possession of a Gatling gun."
