Mmm...Bioshock will go in the FPS genre because it is a FPS game so it is impossible for Bioshock to be RPG of the year. Anyways it can't be confirmed at this point because games like Blue Dragon and LO are made by great devs but Mass Effect is my 3rd or 4th most anticipated this year so i wouldn't be surprised if it got GOTY.

Because it is one, why don't you check on Gamespot what category Bioshock is under and the interviews with Irrational Games that confirms Bioshock is still a FPS not a RPG.

Yeah. Irrational says that Bioshock is supposed to redefine how we see FPSes. If they had wanted to make an RPG, they would've called it a first-person RPG. But it still has all the hallmarks of an FPS, just altered.Well...so far ME looks like a shooter with light Rpg elements. And even conversation system looks more like a mini-game than full grown dialogue roleplaying.

This couldn't be any further from false. The ability to choose every dialog choice is an RPG element; the ability to completely customize your skills is an RPG element; the ability to find and buy armor pieces and weapons is an RPG element; the ability to upgrade and customize your weapons and armor is an RPG element. The combat system doesn't dictate what genre a game is.
And to everyone else: Bioshock is categorized as a shooter; Folklore is categorized as an action/adventure. Mass Effect's only proven competition this year (as an RPG) is Hellgate: London, The Witcher, and Lost Odyssey. I highly doubt that Blue Dragon and Eternal Sonata will offer any real competition to these 4 titles. Eternal Sonata is nothing but another mediocre Bandai-Namco RPG; Blue Dragon was certainly a good attempt, but simply isn't stellar enough for us Western gamers (based on Japanese reviews).
Obviously my post is filled with speculation, so please reply with that in mind.
If Gamespot let Bioshock into the RPG category (which they probably won't), then Mass Effect will have some competition.
As it is, it's only up against a few JRPGs (Blue Dragon, Lost Odyssey, others) - which it will beat, and...uh...
The Witcher - which could be great, but will it be better than a Bioware RPG?
NWN2: Mask of the Betrayer, which might actually be a competitor if they count expansion packs.
Guild Wars: Eye of the North, although that may fall into the MMO or expansion pack category.
Fallout 3...if it's out this year, and if it's anything like Fallout 2 or Oblivion (either way, it's Game of the Year material).
Oh, and there's always Dragon Age, which stands the best chance of beating Mass Effect (if it's out this year) - compare Jade Empire to Baldurs Gate 2 - Bioware are better at their traditional RPGs than their action ones.
